Overview:S&A seeks a Proposal Manager with the knowledge, skills, and experience of preparing for and responding to Government issued Requests for Proposals (RFPs) in a compliant and compelling manner. The Proposal Manager must be able to oversee bids and proposals in a variety of contract vehicles, including SeaPort Nxg, GSA Multiple Award Schedule (MAS), OASIS, and Small Business Innovation Research (SBIR). The Proposal Manger will be responsible for overseeing all aspects of proposal development including technical, management, staffing, pricing, color team reviews, and teaming partner coordination, and submission.

The ideal candidate will have experience in developing and managing proposals within the Government Contracting environment, be familiar with various Government Wide Acquisition Contracts (GWACs), and the requirements and processes associated with various contract vehicles (SeaPort NxG, GSA MAS, OASIS, SBIR, etc.).They will be able to work well with technical leads/SMEs, writers, reviewers, line operations, and teaming partner contacts to develop a compliant and compelling proposal.

  • Lead, manage, and execute collaborative processes and procedures to develop, produce, and coordinate technical proposal development in response to DoD RFPs and all aspects of proposal development, including, but not limited to the following:
  • Technical approach/corporate experience narratives
  • Sample/hypothetical task responses
  • Management approaches/plans
  • Transition Plans
  • Quality Control Plans
  • Staffing Plans
  • Key Personnel Resumes
  • Reference Information Sheets
  • Past Performance Narratives
  • Past Performance Questionnaires
  • Develop and manage requirements and compliance matrices, bid and proposal schedules, prepare and facilitate proposal kick off meetings, delegate and communicate clear writing assignments, instructions, and schedules while driving the proposal team to on-time quality completion of component assignments.
  • Lead color team reviews including Blue Team, Pink Team, and Red Team, and prepare packages for White Glove package preparation, review, and adjudication.
  • Assist in pricing strategy development, competitive pricing analyses, cost build-ups, and green team reviews.
  • Apply experience and expertise to integrate actions and overarching processes and procedures across the business development spectrum from market segmentation to pursuit to capture to proposal readiness to bid and proposal development and on through to post-award transition and execution.
  • Apply project/program planning and detailed schedule development, monitoring, and control to provide disciplined and deliberate management and oversight.
  • Apply contextual understanding and the need to both prioritize critical path events in sequence and identify opportunities for schedule compression as needed without introducing undue risk.
  • Apply strong oral and written communication and interpersonal skills, relationship development, analytical, problem solving, organizational, and schedule development, monitoring, and control experience to meet critical milestones.
  • Rapidly identify and mitigate emergent risk(s) while ensuring compliance with milestone requirements.
  • Support pre-RFP release actions as necessary, including capture strategy development, capture plan build-up, call-plan development and execution, and proposal readiness reviews.
Job Requirements
  • A minimum of 10 years of experience in the defense industry is desired.Experience should be in direct support of US Navy customers, in positions of increasing responsibility, accountability, and authority.
  • A minimum of 5 years of experience in managing development, production, and coordination of technical proposal development in response to DoD RFPs and all aspects of proposal development.
  • A verifiable record of managing and developing winning proposals in support of US Navy, US Coast Guard, US Army, and other DoD and/or Federal Civilian (FEDCIV) agencies is required.
  • Strong understanding of the integrated actions and overarching process from market segmentation to pursuit to capture to proposal readiness to bid and proposal development and on through to post-award transition and execution is required.
  • Strong oral and written communication and interpersonal skills, relationship development, analytical, problem solving, organizational, and schedule management experience is required.
  • Demonstrate ability to rapidly identify and mitigate emergent risk(s) while ensuring compliance with milestone requirements is required.

  • Experience in similar role(s) with small businesses and mid-size businesses in the defense industry is highly desired.
  • Experience in pricing strategy, competitive pricing analyses, cost build-up, and Green Team reviews is highly desired.
  • Experience supporting capture strategy development, capture plan build-up, call-plan development and execution, and proposal readiness reviews is desired.
